Description A. Background:

On July 30, 2022, a 12-ft by 200-ft section of the shoreline adjacent to the DL&W Station collapsed into the Buffalo River.
A temporary solution was implemented to stabilize the affected area. This solution consisted of the excavation and removal of soil fill, slope stabilization with medium and bedding stone fill and placing concrete blocks at the toe of the slope.
The new work for this project will consist of the removal of the material used for the temporary solution, the demolition of various elements that were part of the original shoreline, and to restore the shoreline with coffer cells and sheet-pile bulkheads. The area to restore is approximately 60-ft by 200-ft which needs to be brought up to grade and paved.
The sheet piles used for the coffer cells will be procured separately by the NFTA. The contractor shall supply all other material needed for the restoration of the shoreline as specified on the Project Manual and on the contract drawings.


B. Summary of Work

The scope of work is divided into the Base Bid and one (1) Alternate bid item which may or may not be accepted by NFTA.

The work for the Base Bid shall include, but not limited:
• Removal and stockpiling of material used to temporarily stabilize the revetment at the site in 2022.
• Demolition, removal, and disposal of an existing timber platform (with abandoned concrete foundation), of timber piles within the driving line of planned sheet piles, and cutting, removal, and disposal of remaining timbers flush with the Buffalo Riverbed.
• Construct the new coffer cells and bulkhead as shown on the contract drawings.
• Restore parking lot area with asphalt pavement, drainage structures, and electrical conduits
• Construct 8’ high chain link security fence and gate, and a decorative River Edge Railing.

The work for the Alternate bid Item consists of the removal and disposal of debris in the Buffalo River.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.

Bid security must accompany each bid and, if the base bid exceeds $50,000.00, must be in an amount not less than ten percent of the total bid price. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering/Contracting website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 25% of the Work with its own forces.

The Project will be implemented under two (2) separate Notices to Proceed. Notice to Proceed No. 1 (NTP-1) is for the Base Bid work and Notice to Proceed No. 2 (NTP-2) is for the work under Alternate 1. Project duration for Base Bid Work is 139 continuous calendar days from NTP-1, and project duration for the work under Alternate 1 is 170 continuous calendar days from NTP-2.

Liquidated damages for Base Bid work is $2,000. Liquidated damages for the work under Alternate 1 is $500.

Minority & Women Business Enterprise (MWBE) diversity goal is 30%, which is split between 10% Minority Business Enterprise (MBE) and 20% Women Business Enterprise (WBE).

Service-Disabled Veteran Owned Businesses (SDVOB) diversity goal is 5.0%.

A Pre-Bid Conference will be held on February 15, 2023, at 10:00 a.m. at 2nd Floor Conference Room of the Yards and Shop Building, 164 Ohio St, Buffalo, New York 14203.
