Description The Work shall include, but not be limited to full or partial construction of site improvements, tracks, rail signal system, overhead contact system, SCADA system, Operations and Control Center Train Management System, pavements, drainage, utilities, within the project limits and in adjacent areas.

Work shall include, but not be limited to the following:
• Reconstruction of the Light Rail Rapid Transit (LRRT) track bed consisting of inbound (Track 1) and outbound (Track 2) primary tracks between Church Street and Mohawk Street.
• Installation of two (2) Crossovers supplied by NFTA
• Work to the Overhead Contact System (OCS)
• New Signal, Train Control, and Communications systems. Modifications to existing signal, train control and communications systems.
• Maintenance and protection of traffic along with appropriate temporary controls

Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available at no cost and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 51% of the Work with its own forces.

Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified. Refer to Technical Specification Section 01 11 00 “Summary of Work” for additional time constraints and associated liquidated damages.

A Pre-Bid Conference will be held on January 11 ,2023 at 10:00 am at the Metropolitan Transportation Center (“MTC”), 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203.

Pre-bid questions via electronic submission only are due by 3:00 pm January 19, 2023.

The NFTA’s participation goals for this procurement are:
New York State certified minority owned business enterprises (“MBE”) participation is 18%.
New York State certified women owned business enterprises (“WBE”) participation is 8%.
New York State certified Service-Disabled Veteran-Owned Business (SDVOB) is 7%.

The time of completion for the project is 600 calendar days after receipt of the Notice to Proceed.

Liquidated damages in the amount of $750 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.
