Description |
The Niagara Frontier Transportation Authority (“NFTA”) will receive bids on a general contract for the Buffalo Niagara International Airport – Airfield Pavement Maintenance 2023/2024, NFTA Project 12BA2232.
The project consists of one (1) contract: BNIA Airfield Pavement Maintenance 2023/2024. The project will be implemented under two (2) separate Notices to Proceed (NTP-1 and NTP-2) in two (2) contract years as set forth in the Contract Documents.
The Work provides for airport pavement maintenance work located both Airside and Landside, to be constructed over the two (2) contract years, Contract Year #1 2023 and Contract Year #2 2024, each with a separate Notice to Proceed (NTP-1 and NTP-2) and time of completion.
Project Landside work elements include bituminous pavement; drainage inlet, drainage manhole, and concrete structure repairs at various locations within the airport landside parking facilities.
Project Airside work elements include full depth asphalt and PCC concrete pavement joint repairs on Taxilane A1, electrical vault rehabilitation and full and partial depth concrete repairs on the Terminal Apron Ramp. |

The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Plan Holder and obtain Contract Documents. Copies of the Contract Documents are available for $25.00 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by either a certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up or sent via courier billed to the requester.

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 40% of the work with its own forces.
The Project will span two (2) consecutive years, implemented under two (2) separate Notices to Proceed, Notice to Proceed No.1 (NTP-1) and Notice to Proceed No.2 (NTP-2). The anticipated Notice to Proceed No.1 (NTP-1) is on or about May 8, 2023. The anticipated Notice to Proceed No.2 (NTP-2) is on or about May 14, 2024. The Notices to Proceed are contingent on the obligation of project funding in the Authority’s fiscal year budgets.
Refer to Technical Specification Section 01 11 00 “Summary of Work” for additional time constraints and interim milestones associated with this project.
Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 11 00 “Summary of Work”.
A Pre-Bid Conference will be held on Tuesday, December 6, 2022 at 1:30 p.m. at the Buffalo Niagara International Airport, in the ARFF conference room located at 120 Amherst Villa Road, Cheektowaga, NY 14225.
The NFTA goals for this procurement are 2.0% MBE, 4.0% WBE and 6.0% SDVOB
