Description The Niagara Frontier Transportation Authority, NFTA, will receive bids on a general Buffalo Niagara International Airport pavement maintenance project. The project will be implemented under two (2) separate Notices to Proceed (NTP-1 and NTP-2) in two (2) years as set forth in the Contract Documents. The Work is airport pavement maintenance and is located both Airside and Landside, constructed over the two (2) contract years, Contract Year #1 2021 and Contract Year #2 2022. Each contract year will be initiated with a separate Notice to Proceed (NTP-1 and NTP-2) and have a unique time of completion.
Project Landside work elements include; concrete curb, sidewalk, and accessible ramp reconstruction, bituminous pavement mill and overlay, drainage inlet repair, and utility structure repairs at various airport landside parking facilities.
Project Airside work elements include bituminous asphalt pavement Runway 5-23 joint repairs, glycol trench drain reconstruction, Terminal Apron full and partial depth concrete repairs, and pavement marking restoration. Work will proceed in strict adherence to the project Construction Safety and Phasing Plan.

Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $25 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an off-line bid but provides bid security electronically the electronic bid bond number must be submitted with the off-line bid.

Time restrictions, contract duration and liquidated damages apply as specified in the contract documents.

Disadvantage Business Goals are: MBE 10.0%, WBE 13.0%, SDVOB 3.0%.

A Pre-Bid Conference will be held on Tuesday, December 1, 2020 at 1:30 p.m. at the Metropolitan
Transportation Center (“MTC”), 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203.
