Description The Niagara Frontier Transportation Authority, NFTA, will receive bids for the Rail Systems and Site Work essential to the development of the planned Light Rail Rapid Transit DL&W Station. This is a rebid. The initial May 6, 2019 bid was canceled.
This initial DL&W Station project phase will consist of one general contract divided into a Base Bid and two Alternates.
The base bid constructs the rail and new switch yard. The rail work replaces the existing track bed within the southern end of Main Street, reconfigures the existing west end switching yard creating revenue track for the new station and new storage track within the existing South Park Avenue Yards and Shops facility’s “train shed”. Work includes constructing new revenue and storage track, installing NFTA supplied special trackwork, building overhead catenary system, providing new train signaling, tying into train control and communication systems, and associated utility work.
Two alternates build foundation and structures providing second floor access from future planned stairs, escalator’s and elevators;and provide track bed and foundations for the future stations lower level passenger platform. NFTA may or may not elect to accept Alternates along with the Base Bid in one of three combinations as described within the contract documents. Time restrictions apply as specified in the Contract Documents.

Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $300 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.

Bid security must accompany each bid and must be in an amount not less than ten percent of the base bid plus all alternates. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an off-line bid but provides bid security electronically the electronic bid bond number must be submitted with the off line bid.

The Contractor shall perform not less than 25% of the work with its own forces.

Contract completion as specified within the Contract Documents.

Liquidated damages in the amount of $4200 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.

Minority business sub-contracting goal MBE 6.8%, WBE 6.0%, SDVOB 3.0%.

A pre-bid meeting will be held on June 7, 2019 at 9:00 a.m. in the 1st floor Conference Room of the Metropolitan Transportation Center located on 181 Ellicott Street, Buffalo, NY 14203.

A second pre-bid meeting will be held on June 18, 2019 at 8:30 a.m. The location of the second pre-bid meeting will be the second floor training room at NFTA's Yard and Shop offices, 164 Ohio Street, Buffalo, NY.
