Description The Niagara Frontier Transportation Authority (NFTA) will retain Term Consultants in various Engineering disciplines to accomplish services outlined in Attachment B of the RFP that are associated with a variety of potential projects and work assignments. This Term Agreement will be for three years beginning on May 1, 2022 to March 31, 2025 with options to renew the contracts for two additional one-year terms (expiring on March 31, 2026 and March 31, 2027). Being selected as a Term Consultant will not obligate the NFTA to contract for any specific project assignments nor for any dollar amount.

Once the Term Consultants are selected, potential project assignments are intended to be awarded to the ‘best qualified’ firm as determined by the NFTA. Specifics of the proposed team organization shall be negotiable on a per project assignment basis. Subcontracting is permissible.

Consultants are invited to submit proposals on any one or more of the Disciplines listed below. Term Consultant Contracts will be awarded specific to Discipline. The Consultant shall submit a separate proposal for each Discipline they are pursuing. In the event a Consultant submits proposals from two or more Disciplines, the NFTA reserves the right to evaluate and select proposals independently. Consultants may be awarded a contract for more than one Discipline. The Disciplines are as follows:

• Architecture
• Mechanical/ Electrical/Plumbing (MEP)
• Civil/Structural
• LRRT – Train Control
• Environmental
• Planning

Proposals will be evaluated based on qualifications. Consultant proposal’s must not include a cost proposal or cost proposal type information.

Buy Bid Docs at The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Paper proposals will not be accepted.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:

NFTA Proj. No._Company Name_##_of_##.pdf

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

Minority and Women-owned Business Enterprise (MWBE), Service Disabled Veteran Owned Business (SDVOB) and/or Disadvantage Business Enterprise (DBE) participation is required on a per-project basis. See Attachment A of the RFP for each requirement.

A pre-proposal meeting is scheduled for October 28, 2021 at 2:00 PM at the conference room of the NFTA Fire Department (ARFF), 120 Amherst Villa, Buffalo, NY 14225. Seating is limited within the facility and attendees may be required to stand
