Description The Niagara Frontier Transportation Authority (NFTA) owner and operator of the NFTA-Metro, invites interested Consultants to submit a technical proposal that have the requisite, demonstrable competence, and experience in architectural, engineering, and other professional services for the design, construction monitoring, and design support services during construction for this project entitled “LRRT – Fiber Cable and Lighting Upgrade”. Qualified firms both singly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required architectural and engineering services required for the project.

The project work requires full architectural and engineering services including, but not limited to, survey, telecommunications, design of fiber optic cable and lighting infrastructure for rail, utility design and coordination (power, communications, internet), electrical (power distribution, communications including video surveillance), and fire protection. Qualified firms may be required to demonstrate experience and a plan to implement specialized software for real-time design, construction administration, and inspection of the project. Proposers must demonstrate their qualifications to execute projects that include the Scope of Work Elements outlined in Attachment B, Section II, and the Tasks outlined in Attachment B, Sections IV, V, and VI.

This project shall Develop the designs for the installation of fiber optic cables and all the infrastructure elements needed to support the functioning of the tunnel lighting and the fiber optic cable network using the NFTA-LRRT alignment and terminate fiber in each station’s Train Control - Communication (TCC) and/or Main Distribution Frame (MDF).

Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Consultant shall perform not less than 50% of the work with its own forces.

The time of completion for the project is 217 calendar days after receipt of the Notice to Proceed.

The established MBE, WBE and SDVOB goals are 10.0%, 0.0%, and 0.0% respectively.

A Pre-Proposal Conference is scheduled for 10:00 a.m. on June 4, 2024 at the Metropolitan Transportation Center, First Floor Conference Room, 181 Ellicott Street Buffalo, New York 14203.
