Description The Niagara Frontier Transportation Authority (NFTA) owner and operator of the Niagara Falls International Airport (NFIA), invites interested Consultants to submit a technical proposal that have the requisite, demonstrable competence and experience for construction monitoring (CM) of the planned NFIA Airfield Guidance and Sign Navigation Aid Rehabilitation Project.

Qualified firms must demonstrate service competency expertise in construction administration, and commissioning. The project will be implemented by a general construction contract. The construction contract 12NA1903 will soon be released to the prime contractor.

The project provides for the removal and replacement of all existing airfield illuminated guidance signs and modifications to facilitate runway closure work for Runway 10R-28L. Refer to the Contract Drawings, Project Manual and Technical Specifications for additional information.

Buy Bid Docs at The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Special Instructions Proposals will be accepted via online (electronic) submission only. Paper proposals will not be accepted. Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
NFTA Proj. No._company name_##_of_##.pdf

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:
32NA1903_XYZ Consultants_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Contractor shall perform not less than 50% of the work with its own forces. The time of completion for the project is 270 calendar days after receipt of the Notice to Proceed.

The NFTA goals for this procurement is 16.9% DBE.

A Pre-Proposal Conference will be held on Wednesday, February 21, 2024 at 2:00 p.m. at the Niagara Falls International Airport (NFIA), second floor administrative offices Conference room, 2035 Niagara Falls Blvd., Niagara Falls, NY 14304. No virtual attendance will be offered.
