Description |
The Niagara Frontier Transportation Authority (NFTA) owner and operator of the NFTA-Metro, invites interested Consultants to submit a technical proposal that have the requisite, demonstrable competence and experience in architectural and engineering services for the design, construction monitoring, and design support services during construction for the planned rail station rehabilitation entitled “Metro – Lafayette Square Station Rehabilitation”. Qualified firms both singly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required architectural and engineering services required for the Project.
Qualified firms must demonstrate service competency expertise in project design, agency coordination, procurement, construction administration, and commissioning. The project work requires full architectural and engineering services including civil site plan development, soils/foundation engineering, utility design and coordination (power, storm sewer, communications, internet), architectural design (structure design, graphics and renderings / Models / Photography), structural design, and electrical (power distribution, communications including video surveillance).
The project shall rehabilitate the existing rail stations for each of the inbound and outbound tracks. The rehabilitated stations should be sensitive and supportive of the surrounding area and community. The station design should provide for safe egress of the railcars (lighting, positive traction surfaces, crosswalks, etc.) and ease of maintenance (snow and ice management, routine maintenance and cleaning, etc.). |

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals will be accepted via online (electronic) submission only. Paper proposals will not be accepted.
Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals shall be submitted in a PDF format in files no larger than 10 MB. File names must adhere to the following naming convention:

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:
31LS2206_XYZ Consultants_01_of_02.pdf
Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Consultant shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 180 calendar days after receipt of the Notice to Proceed.
The established MBE, WBE and SDVOB goals are 15%, 15%, and 6% respectively.
A Pre-Proposal Conference is scheduled for 2:30 p.m. on July 17, 2024 at the Metropolitan Transportation Center, First Floor Conference Room, 181 Ellicott Street Buffalo, New York 14203.
