Description 1. Summary of Work:
• Includes all labor, materials, equipment, and services per specifications and drawings, excluding expressly omitted items.
• One contract covers three distinct Work Areas.
• General scope: interior and exterior alterations on the 2nd floor, deck modifications, new pedestrian bridge, and new freight/truck elevator

2. Work Area 1 – 2nd Floor Outdoor Deck Area:
• Traffic deck coating removal and replacement
• Perimeter railing alterations
• New steel stair construction
• Roof drain removal and replacement

3. Work Area 4 – Pedestrian Bridge:
• New pedestrian bridge connecting NFTA pathway to Arena (West Bridge over South Park Ave.)
• Stair enclosure from bridge to ground
• Rerouting of sub-grade sanitary line near enclosure

4. Work Area 5 – Freight Elevator Building:
• Addition includes high-capacity freight/truck elevator
• Enclosure with mechanical and electrical rooms
• Two-stop service: track level and 2nd floor outdoor deck

BASE BID Includes:
• All work shown in drawings/specs for Work Areas 1, 4, and 5 under Phase 1 renovations

BID ALTERNATE:
• Alternate 1 – Work Area 1: East Curtain Wall:
o Curtain wall enclosures, glazing, aluminum doors, overhead folding doors, concrete, structural framing, thermal coating, and related electrical work

Work by Others:
• NFTA to relocate two overhead catenary support columns at the east side of the outdoor deck (Work Area 1)

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 3% of the work with its own forces.

Refer to Technical Specification Section 01 11 00 “Summary of Work” for the anticipated Notice to Proceed, Project Duration, and additional time constraints associated with this project.

Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 11 00 “Summary of Work”.

The percentage goal for Disadvantaged Business Enterprise (DBE) participation shall be 17%

A Pre-Bid Conference will be held on Tuesday, May 20, 2025 at 9:00 a.m. at the 1st Floor Conference Room of the Metropolitan Transportation Center (MTC) located at 181 Ellicott Street, Buffalo, New York 14203. A walk-through to the project site will follow. See Invitation to Bid for further details.
