| Description |
Base Bid Work includes improvements on the inbound track (Track 1) in the vicinity of Summer–Best Station, including removal and replacement of existing Direct Fixation Fastener (DFF) assemblies with NFTA-furnished assemblies; removal and replacement of Continuous Welded Rails (CWR), including insulated joints; tunnel concrete repairs; pre- and post-construction surveys; and stray current testing before and after construction.
Authority-furnished materials include new Direct Fixation Fastener (DFF) assemblies, new anchor inserts and standard anchor bolts for DFF installation, and head hardened rail. Contractor shall be responsible for loading, moving and transportation of materials to the work site.
The project consists of one (1) construction contract. |

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 40% of the work with its own forces.
The time of completion for the project is 340 calendar days after receipt of the Notice to Proceed.
Liquidated damages in the amount of $770 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.
The NFTA goals for this procurement are: New York State Certified Minority Business Enterprise (MBE) 10%, New York State Certified Women-Owned Business Enterprise (WBE) 15.0% and New York Certified Service Disabled Veterans Owned Businesses (SDVOB) 6.0%.
A Pre-Bid conference will be held on March 11, 2026, 11:00 AM local time at the MTC, 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203.
