| Description |
The Work of this project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance with these specifications and drawings:
i. General Aviation Apron full depth asphalt pavement reconstruction.
ii. Taxiway P & Q concrete rubblization and rehabilitation with an asphalt overlay pavement section.
iii. Taxiway P & Q realignment and new full depth pavement sections for pavement expansions.
iv. Taxiway P1 and P2 will be partially reconstructed to accommodate Taxiway P grade changes and pavement radius expansions. Geometry improvements to meet current FAA design standards.
vi. Pavement and turf drainage improvements.
vii. Demolish excess pavement areas with conversion to turf.
viii. Stormwater collection system improvements.
ix. Stormwater management and soil erosion control measures.
x. Remove existing glycol collection pan inserts and construct new centralized glycol collection facility.
xi. Replace airfield guidance signs and taxiway edge lights, including bases, cable and conduit.
xii. Pavement markings and aircraft tie-downs. |

The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $100.00 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period. Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 25% of the work with its own forces.
The Project will be implemented under two (2) separate Notices to Proceed; administrative Notice to Proceed No.1 (NTP-1) for preconstruction activities, and Notice to Proceed No. 2 (NTP-2) for construction. The Notices to Proceed are contingent on the obligation of project funding and are as prescribed in Technical Specification Section 01 10 00 “Summary”.
The overall time of completion for the project is 730 continuous calendar days from Notice to Proceed No.1 (NTP-1). Refer to Technical Specification Section 01 10 00 “Summary” for time constraints associated with this project. Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 10 00 “Summary”.
The percentage goal of Disadvantaged Business Enterprise participation in the project shall be 0%.
A Pre-Bid Conference will be held Wednesday, December 10, 2025, at 1:30 p.m. at the Buffalo Niagara International Airport, in the ARFF conference room located at 120 Amherst Villa Road, Cheektowaga, NY 14225.
