Description |
SUMMARY OF WORK
a. The Work of this project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance with these specifications and drawings, with exception of work that is expressly and specifically not included in the project.
b. The project consists of one (1) contract: BNIA Airfield Pavement Maintenance 2025/2026. The project will be implemented under two (2) separate Notices to Proceed (NTP-1 and NTP-2) in two (2) contract years as set forth in the Contract Documents.
c. The Work shall include but not limited to:
General Elements
1. Airport Pavement Maintenance: Conducted over two contract years (2025 & 2026), with separate Notices to Proceed (NTP-1 & NTP-2).
2. Contract Year Assignments: Work assignments align with unit bid prices and fiscal year budgets. The Authority may adjust quantities based on funding.
3. Project Work is comprised of one Base Bid Work and one Alternate Work.
Base Bid Work:
Landside Base Bid Work:
1. Pavement Rehabilitation: Includes bituminous mill/overlay, full-depth repairs, crack sealing, and drainage inlet/manhole rehabilitation.
2. 251N Cayuga Rd Reconstruction: Full-depth pavement replacement, drainage system upgrades, and installation of new pavement, curbs, and markings.
Airside Base Bid Work:
1. Pavement Reconstruction: Full-depth asphalt/concrete replacement, drainage upgrades, subbase stabilization, and new pavement installation.
2. Glycol Trench Drain Work: Includes pavement removal, structural concrete reconstruction, drainage system adjustments, and pavement joint sealing
3. Air Cargo Apron Ramp: Sawcutting and full depth pavement removal and replacement.
Alternate No.1 Work:
Landside Alternate No.1 Work:
1. Pavement Rehabilitation of Parking Areas: Includes bituminous mill/overlay, full-depth repairs, crack sealing, and drainage inlet/manhole rehabilitation.

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 40% of the work with its own forces.
Refer to Technical Specification Section 01 11 00 “Summary of Work” for the anticipated Notice to Proceed, Project Duration, and additional time constraints associated with this project.
Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 11 00 “Summary of Work”.
The MBE, WBE, and SDVOB Goals are as follows: MBE 14.1%, WBE 0% and SDVOB 6%.
A Pre-Bid Conference will be held on Monday, May 19, 2025 at 9:00 a.m. at the Buffalo Niagara International Airport, in the ARFF conference room located at 120 Amherst Villa Road, Cheektowaga, NY 14225. A walk-through to the project site will follow. See Invitation to Bid for further details.
