Description |
SUMMARY OF WORK:
The Work of this project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance with these specifications and drawings, with exception of work that is expressly and specifically not included in the project.
The project consists of one (1) contract: LRRT – DL&W Station Shoreline Rehabilitation, with a scope of work divided into Base Bid and one (1) Alternate Bid item which may or may not be accepted by the NFTA.
The Base Bid consists of rehabilitation of an approximately 1,280-foot-long stretch of the shoreline and shall include, but not be limited to:
• Furnish and install erosion and sediment controls per Contract Documents.
• Remove, refinish, and reinstall Decorative Railing.
• Furnish and install PZC-19 sheet piles with studs, toe pins, tieback anchors with permanent casing, and wales/knife plates. Divers will be necessary to assist with installation.
• Install timber lagging and segment closures under bulkhead.
• Remove walkway pavement and part of existing gravity wall.
• Excavate and dispose material for Controlled Low Strength Material (CLSM) filling ports.
• Construct outfall penetrations and extend BSA outfalls.
• Place CLSM fill in 3-ft lifts, with curing time between lifts.
• Furnish and install Bedding Material Type 2, cap plate with studs, and reinforced concrete cap wall.
• Place geotextile, subbase, and new concrete pavement.
The Alternate Bid Item consists of rehabilitation of an approximately 180-foot-long stretch of the shoreline and shall include the same elements enlisted for the Base Bid above with the addition of, but not be limited to:
• Cutout existing sheet piles to create openings needed to pass through anchor tiebacks. Divers will be necessary to assist with the installation through the existing sheet pile wall (Work Area 1).

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 30% of the work with its own forces.
Refer to Technical Specification Section 01 11 00 “Summary of Work” for the anticipated Notice to Proceed, Project Duration, and additional time constraints associated with this project.
Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 11 00 “Summary of Work”.
The MBE, WBE, and SDVOB Goals are as follows: MBE 11%, WBE 9% and SDVOB 6%.
A Pre-Bid Conference will be held on Wednesday, May 7, 2025 at 9:00 a.m. at the 1st Floor Conference Room of the Metropolitan Transportation Center (MTC) located at 181 Ellicott Street, Buffalo, New York 14203. A walk-through to the project site will follow. See Invitation to Bid for further details.
