Description |
The Niagara Frontier Transportation Authority (NFTA) is a multi-modal transit authority that operates two airports along with providing public transportation for two counties (Erie & Niagara) in Western New York. Services include fixed bus route service along with paratransit services and light rail. The NFTA operates two police stations, a fire department, two airports with all the support systems and buildings, three bus garages and a 6.3-mile Light Rail Rapid Transit system. In addition, there are multiple office locations for the NFTA and property management services for those locations and for tenants at the airports, and other commercial buildings.
NFTA is seeking proposals from qualified firms to provide construction monitoring services and design support related to NFTA’s need to replace its existing land mobile radio communications system with an upgraded Associated of Public Safety Communications Officials (APCO) P25 800 MHz radio system and inter-building Distributed Antenna System (DAS) for enhanced mission-critical communication capabilities. The qualified firm may not have an affiliate relationship with the system vendor.
Services include project management, design reviews, special inspection, routine inspection, material testing, contract document interpretation, progress schedule review, technical submittal review, maintenance of project records, progress payment review, progress reporting, change order, system startup and commissioning, as built documentation and project closeout. The selected firm shall provide all staff, expertise, technical and administrative labor, tools, equipment, materials, licenses, supplies, and services required to perform the work requirements. |

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals will be accepted via online (electronic) submission only.
Paper proposals will not be accepted.
Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The time of completion for the project is 420 calendar days after receipt of the Notice to Proceed.
