Description SUMMARY OF WORK
The Work of this project includes furnishing all labor, materials, appliances, tools, equipment and plant, and performing all Work in accordance with these specifications and drawings, with exception of work that is expressly and specifically not included in the project. In general, Work of this project shall include rehabilitation at the upper roof area.

The project consists of one (1) contract. Work shall include, but not be limited to:
1) Preparation of upper roof area for rehabilitation.
2) Upper roof coating shall be applied over existing roof surfaces as indicated on the Drawings and as specified in these specifications.

BASE BID work shall include, but not be limited to:
1. Bird Excrement Removal per specification 02 87 16.13.
2. Roof Moisture Analysis, per specification 07 01 50.02.
3. Selective Demolition of areas indicated on drawings, areas that tested for moisture presence and are required to be removed and replaced.
4. Replacement and reconstruction of removed areas ahead of preparation for roof recoating per specification section 07 54 00 for Thermoplastic Membrane Roofing.
5. Preparation for roof recoating per specification 07 01 50.16.
6.Roof Recoating as specified in 07 01 50.74 for Rehabilitation of Single Ply Roofing.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.

Bid security must accompany each bid and, if the base bid exceeds $50,000.00, must be in an amount not less than ten percent of the total bid price. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering/Contracting website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 50% of the Work with its own forces.

The MBE (Minority-Owned Business Enterprises), the WBE (Women-Owned Business Enterprises) and SDVOB (Service-Disabled Veteran Owned Business) Goals are as follows: MBE 13%, WBE 17% and SDVOB 0%.

The time of completion for the project is 183 calendar days after receipt of the Notice to Proceed.

Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 11 00 “Summary of Work”.

A Pre-Bid conference will be held on September 30th, 2024, at 9:30 a.m. at the 2nd Floor Conference Room of the Yard and Shops Building located at 164 Ohio Street, Buffalo, New York 14203 (see Location Map in Invitation to Bid). Note that parking is not provided.
