Description The Niagara Frontier Transportation Authority (“NFTA”) will receive bids on a general contract for the Buffalo Niagara International Airport – Security Fence Replacement, NFTA Project 12BG2251.

The project consists of one (1) contract with the scope of work divided into Base Bid and one (1) Deduct Alternate bid item; BNIA - Security Fence Replacement. The project will be implemented under one (1) Notice to Proceed (NTP) as set forth in the Contract Documents.

The Base Bid work The Work of this project provides for the replacement of existing airport security fencing and the installation of a new heavy duty cantilevered slide gate including high speed operator and associated security access control. Alternate Deduct 1 provides for the work associated with installation of a manual cantilevered slide gate and removes the high speed operator and associated security access control. Refer to the Contract Drawings, Project Manual and Technical Specifications for additional information.

Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $XX and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 25% of the work with its own forces.

Refer to Technical Specification Section 01 11 00 “Summary of Work” for additional time constraints and milestones associated with this project.

Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 11 00 “Summary of Work”.

A Pre-Bid conference will be held on Wednesday, May 15th, 2024, at 10:00 a.m. at the ARFF conference room located at 120 Amherst Villa Road, Cheektowaga, New York 14225.

The NFTA goals for this procurement is 16.9% DBE.
