Description The Niagara Frontier Transportation Authority (NFTA) owner and operator of the NFTA-Metro, invites interested Consultants to submit a technical proposal that have the requisite, demonstrable competence, and experience in architectural, engineering, and other professional services for the design, construction monitoring, and design support services during construction for this project entitled “LRRT – DL&W Shoreline Rehabilitation”. Qualified firms both singly or in teams must have the requisite, demonstrated competence, experience and a thorough knowledge of the required project management, environmental, architectural, engineering, under-water inspection, and cost estimate services required for the project.

The project work requires full architectural and engineering services including, but not limited to, under-water inspection, survey, civil site plan development, soils/foundation engineering, utility design and coordination (power, communications, internet), architectural design (structure design, graphics and renderings / Models / Photography), structural design and retrofitting, structural evaluation and inspection, water filtration evaluation and repair, electrical (power distribution, communications including video surveillance), landscape/streetscape design. Qualified firms may be required to demonstrate experience and a plan to implement specialized software for real-time design, construction administration, and inspection of the project. Proposers must demonstrate their qualifications to execute projects that include the Scope of Work Elements and the Tasks outlined in Attachment B, Section II and IV, respectively.

This project shall produce the designs needed to rehabilitate approximately 1,200 ft of shoreline along the DL&W Station.

Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Special Instructions Proposals will be accepted via online (electronic) submission only. Paper proposals will not be accepted.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

31LS2401_XYZ Consultants_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Consultant shall perform not less than 50% of the work with its own forces.

The time of completion for the project is 189 calendar days after receipt of the Notice to Proceed.

The established DBE goals are 17%.

A Pre-Proposal Conference is scheduled for 09:30 a.m. on May 15, 2024, at the Yards and Shop Building, 2nd Floor Conference Room, 164 Ohio Street, Buffalo, New York 14203
