Description |
The NFTA is seeking a consultant to develop a Sustainable Master Plan for the Buffalo Niagara International Airport, in accordance with Federal Aviation Regulations.
The primary goal for this project is to develop both air and landside infrastructure and facilities to meet the growing needs of the airport. This goal would include identification and implementation of realistic Sustainable Master Plan targets and practices. Aviation expertise would apply knowledge for maximization and optimization of airport capacity. This would include improvements to existing air and landside facilities and well as recommendations for new and innovative ideas to enhance the airport.
Proposals will be accepted until March 15, 2023, at 2:00 p.m. via online (electronic) submission only. Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.
All questions shall be submitted in writing no later than one week prior to the proposal due date.
Refer to the website Instructions for electronic submission. Paper proposals will not be accepted. This website is primarily used to receive bids for capital projects; any reference to bid in the website will be synonymous with proposal. References to the "bid opening" are synonymous with the "proposal due date and time". Proposals received after the date and time specified shall be considered late proposals and, therefore, shall not be considered for award.

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
Disadvantage Business Enterprise (DBE) participation goal is 17%.
A Pre-Proposal Conference is scheduled for 1:00p.m. on March 1, 2023 at the Buffalo Niagara International Airport, Business Center Conference Room #2E76, 4200 Genesee St, Buffalo, NY 14225.
