Description |
The Authority is in the Design Phase of a Light Rail System project that includes track replacement and the addition of a pair of single crossovers. The project design is scheduled for completion in Late 2022 with phased construction starting in early 2023. As such, the Authority finds it necessary to procure long-lead delivery items, such as Special Trackwork, to meet the construction schedule for rail systems.
The Work of this Contract includes supply and delivery of the specified Special Trackwork components which will be installed under a separate construction contract starting in June 2024. Work includes engineering, design, testing, manufacturing, fabrication, assembly, furnishing and delivery of the specified materials including assemblies, components, and spare parts, obtaining contract bonds, import/export tariffs and any other work related to completion of this Agreement. |

The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Plan Holder and obtain Contract Documents. Copies of the Contract Documents are available for free, no cost and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up or sent via courier billed to the requester.

Bids will be accepted either in offline (paper) or online (electronic) versions. Offline bids should be submitted in an opaque sealed envelope to the Engineering Branch on the 7th floor of the MTC. The lower left-hand corner should be marked as follows: BID NO. E-581. Online bids should be submitted in accordance with the process outlined on the NFTA’s Engineering Branch website. All bids will be opened and read aloud on October 13th 2022, at 1:30 PM at the Metropolitan Transportation Center (“MTC”), 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Bids received after the date and time specified above for bid opening shall not be opened and/or considered for award.
The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 50% of the Work with its own forces.
The time of completion for the project is 700 calendar days after receipt of the Notice to Proceed.
Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified. Refer to Technical Specification Section 01 11 00 “Summary of Work” for additional time constraints and associated liquidated damages.
Pre-bid questions via electronic submission only are due by 3:00 pm September 29th, 2022.
