Description The Niagara Frontier Transportation Authority, NFTA, will receive bids on a general contract for the BNIA - Rehabilitation and Reconstruction of Runway 5-23, Project Number 12BA2002.

The FAA funded project will be implemented under a staged approach, with three (3) separate Notices to Proceed (NTP-1, NTP-2, and NTP-3), with fixed continuous calendar day construction durations, commencing with a submittal period and concluded by a project closeout period as set forth in the Contract Documents. Work shall proceed in strict accordance with the approved project FAA Construction Safety and Phasing Plan (CSPP). Project work will require short term interruption of Runway 5-23 and Runway 14-32. Stringent time restrictions apply within the construction stage durations. The CSPP defines these and where they apply within the Runway 5-23 and Runway 14-32 geographical work areas.

The project work provides for the rehabilitation and reconstruction of the portion of Runway 5-23 between Taxiway E and the Runway 23 end; including the runway intersection; Runway 23-end blast pad; runway shoulders; Taxiway A between Taxiway E and the Runway 23-end, and connector Taxiways B, C, and V; rehabilitation of Taxiway D pavements within the Runway 5-23 RSA; total replacement of the inpavement runway centerline and Touch Down Zone (TDZ) lights with new LED inpavement lights; total replacement of runway edge lights with new LED High Intensity Runway edge lights; removal and replacement of non-standard size 2 airfield guidance signs with new size 3 LED lighted signs, with accommodations for future renaming conventions for the connecting taxiways; and installation of new Runway Guard Lights (RGL’s) on both Runway 5-23 and Runway 14-32. Concurrent with the pavement work, associated work includes; storm drainage and underdrain installation, electrical vault modifications, taxiway centerline light installation, taxiway edge light replacement, and replacement of the RWIS system.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 25% of the work with its own forces.

Time Restrictions, contract duration, and liquidated damages apply as specified in the Contract Documents, Technical Specification Section 01 10 00 "Summary".

Disadvantage Business Enterprise (DBE) goal is 17%.

A pre-bid meeting is scheduled for Thursday, December 16, 2021 at 2:00 p.m. at the ARFF Conference Room located at 120 Amherst Villa Road, Cheektowaga, NY 14225.
