Description The Niagara Frontier Transportation Authority (“NFTA”) will receive bids on a general contract for the Canalside Station Rehabilitation, Project Number 10LS2003.

Canalside Station consists of separate inbound and outbound stations along the light rail line on the 100 Block of Main Street, Buffalo, NY 14203. The project shall rehabilitate the existing rail stations to increase passenger comfort, provide for safe egress of the railcars and ease of maintenance. The scope of work includes a new overhead canopy, structural columns with a masonry, signage and passenger amenities.

Bids will be accepted either in offline (paper) or online (electronic) versions. Offline bids should be submitted in an opaque sealed envelope to the Engineering Branch on the 7th floor of the MTC. The lower left-hand corner should be marked as follows: BID NO. E572. Online bids should be submitted in accordance with the process outlined on the NFTA’s Engineering Branch website. All bids will be opened and read aloud on November 16, 2021, at 10:00 a.m. at the Metropolitan Transportation Center (“MTC”), 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Bids received after the date and time specified above for bid opening shall not be opened and/or considered for award.

Buy Bid Docs at The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $50.00 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 50% of the Work with its own forces.

The time of completion for the project is 365 calendar days after receipt of the Notice to Proceed.

Liquidated damages as specified in specification section 01 11 00 will be assessed against the Contractor for its failure to complete the project within the time specified.

A Pre-Bid Conference will be held on Tuesday November 2, 2021 at 10:00 a.m. at the Metropolitan Transportation Center, First Floor Conference Room, 181 Ellicott Street, Buffalo, NY 14203.
