Description The Niagara Frontier Transportation Authority (NFTA), owner and operator of the NFTA-Metro, invites interested Consultants to submit a technical proposal that have the requisite, demonstrable competence and experience in engineering services for the design, construction monitoring, and design support services during construction for the planned rail replacement entitled “LRRT – Embedded Rail Replacement (400 Block Main)”. Qualified firms both singly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required engineering services required for the Project.

Qualified firms must demonstrate service competency expertise in project design, agency coordination, procurement, construction administration, and commissioning.

The project shall replace all rail systems and infrastructure within the project limits, including the installation of new pavement and a center median; new track bed and rail; new double crossover between Track 1 and 2; and modifications to the existing traction power supply (TPS), overhead contact system (OCS), and train control systems.

Buy Bid Docs at The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Paper proposals will not be accepted.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:

NFTA Proj. No._Company Name_##_of_##.pdf

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

31LA2101_XYZ Consultants_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Consultant shall perform not less than 50% of the work with its own forces.

The time of completion for the project is 120 calendar days after receipt of the Notice to Proceed.

Minority and Women Business Enterprises (MWBE) and Service Disabled Veteran Owned Businesses (SDVOB) participation is required. The participation goals for this contract are 8.2% MBE, 12.1% WBE and 4.5% SDVOB.

A Pre-Proposal Conference is scheduled on Tuesday October 5, 2021 at 10am. The conference will be held at the Metropolitan Transportation Center, First Floor Conference Room, 181 Ellicott Street, Buffalo, NY 14203.
