Description The Niagara Frontier Transportation Authority (NFTA) owner and operator of the NFTA-Metro, invites interested Consultants to submit a technical proposal that have the requisite, demonstrable competence and experience in engineering services for the design, construction monitoring, and design support services during construction for the planned rail station rehabilitation entitled “LRRT – Under Platform Conduit Replacement”. Qualified firms both singly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required engineering services required for the Project.

Qualified firms must demonstrate service competency expertise in project design, agency coordination, procurement, construction administration, and commissioning. The project work requires architectural services and engineering services including utility design and coordination (power, communications, life safety, security).

The project shall replace any of the existing and corroded conduit at track level and under the loading platform. Replacement shall include conduit and circuit wiring from the distribution point to the load. The conduit is from the original station construction and has significantly deteriorated in places. The conduit is run under the train platforms and in mechanical rooms. Utilities running between stations in the tunnels are not included.

Buy Submittal Docs at The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Contractor shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 170 calendar days after receipt of the Notice to Proceed.
Minority and Women Business Enterprises (MWBE) and Service Disabled Veteran Owned Businesses (SDVOB) participation is required. The participation goals for this contract are 1% MBE, 1% WBE and 0% SDVOB

A Pre-Proposal Conference is scheduled on Wednesday May 5, 2021. The conference will begin at the Metropolitan Transportation Center , 181 Ellicott Street, Buffalo, NY 14203, and then proceed to the Summer Best rail station to review site conditions.
