Description The Work of this project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance with these specifications and drawings, with exception of work that is expressly and specifically not included in the project. The project consists of one (1) contract. BASE BID work shall include, but not be limited to:
• Demolition of existing concrete pavement and installation of new concrete pavement with internal circulation loop.
• Installation of new full height and mountable concrete curbs and sidewalks compliant to ADA standards.
• Installation of new turf and landscaping.
• Installation of new pole mounted LED site lighting.
• Relocation of existing streetlight pole and luminaire near the exit driveway on Utica Street.
• Installation of new pedestrian crosswalks, and signage within the bus loop.
• Installation of new drainage inlets, cleanouts, detention piping, and underdrain systems to provide drainage for the bus loop and connect to existing combined sewer system along Utica Street.

The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 40% of the work with its own forces.

The time of completion for the project is 251 continuous calendar days after receipt of the Notice to Proceed. See the Contract Documents for additional time constraints associated with this project.

Liquidated damages will be assessed against the Contractor as identified in the Contract Documents for its failure to complete the project within the time specified.

The percentage goal of Disadvantaged Business Enterprise (DBE) participation in the project shall be 17%.

A Prebid Conference will be held on June 9, 2020 at 10:00 a.m. onsite at Utica Station.
