Description |
The Niagara Frontier Transportation Authority, NFTA, will receive bids for removal and replacement of Direct Fixation Fastener (DFF) assemblies and rail in segments of the inbound and outbound Light Rail tunnels between University and LaSalle Station. The tract work involves removal of existing DFF assemblies, installation of new DFF assemblies including the fastener bodies, anchors, anchor bolts, and shims. Work also includes surveying and layout of the Work, removal and replacement of Continuous Welded Rails (CWR), concrete repairs, and various testing before, during, and after construction. Work includes tunnel crown/ ventilation vent shaft beams and floors reconstruction. Time restrictions apply as specified in the Contract Documents. |

The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $25 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an off-line bid but provides bid security electronically the electronic bid bond number must be submitted with the off line bid.
The Contractor shall perform not less than 51% of the work with its own forces.
Contract completion as specified within the Contract Documents.
Liquidated damages in the amount of $1200 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.
Minority business sub-contracting goal MBE 3.00%, WBE 5.00%, SDVOB 1.0%.
A pre-bid meeting will be held on February 27, 2020 at 10:00 a.m. in the 1st floor Conference Room of the Metropolitan Transportation Center located on 181 Ellicott Street, Buffalo, NY 14203.
A group site visit will be arranged for the night of the Pre-Bid Meeting on Thursday, February 28, 2020 at 12:45 am (Thursday night into Friday morning). Individuals wishing to attend the group site visit shall meet at the University Station. This visit will be to the location of the DFF and rail replacement, and the Vent Shaft Beam replacements.
