The NFTA is seeking bids on the construction of an Engineered Wetland System near the Southwest corner of the Buffalo Niagara International Airport (BNIA) to treat glycol-contaminated stormwater runoff. The main part of the Engineered Wetland System will be four large, aggregate filled wetland basins (cells). This project also involves constructing; various belowground structures, yard connecting piping & electrical, modifications to existing stormwater & rich glycol (Concentrate) collection facilities and a Utility Building complete with air blowers, electrical equipment & chemical dosing equipment. The majority of the construction will be within the BNIA’s secured airfield.

Online registration is required to become a Plan Holder and obtain Contract Documents. Copies of the Contract Documents are available for $50.00 and may be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 330 calendar days after receipt of the Notice to Proceed.
Liquidated damages in the amount of $2500 per calendar day, or part thereof, will be assessed against the Contractor for its failure to complete the project work within the time specified in the Contract Documents.
A pre-bid meeting is scheduled for Tuesday, March 4, 2008, 9:00 AM in the conference room of Building 251C Cayuga Road, Cheektowaga, NY 14225.
