fiogf49gjkf0d The NFTA is initiating development of a Sustainable Master Plan update in accordance with Federal Aviation Regulations (FAR).
The primary goal for this project is to develop both air and landside infrastructure and facilities to meet the growing needs of the airport. This goal includes identification and implementation of realistic sustainable targets and practices. Maximization and optimization of airport capacity requires aviation expertise and knowledge. This includes improvements to existing air and landside facilities as well as recommendations for new and innovative ideas to enhance cost effective operations, profitability, and customer services of the airport.
Five critical tasks are identified for program scoping. Each task shall be tied into GIS survey results, but independent of the GIS survey itself. A summary of the critical tasks are identified below:
1. General Requirements for Sustainable Airport Master Planning
2. Pavement Management Study Update
3. Obstruction Study
4. GIS Survey and Mapping
5. Environmental Conditions and Mapping |

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Plan Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP. Addenda will only be issued through the NFTA website.

The Consultant shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 2 years after receipt of the Notice to Proceed.
Disadvantage Business Enterprise (DBE) participation is 18%.
A pre-proposal meeting is scheduled for December 1, 2009, 1:00 p.m., at the Lecture Room of Mercy Flight WNY at 100 Amherst Villa Road, Buffalo, NY. A formal facility site tour will be conducted, for those interested, directly following the pre-proposal meeting. Call (716) 630-6032 to request assistance in clearing the security checkpoint.
Consultant presentations shall be scheduled the week of January 18, 2010.
