The NFTA is soliciting proposals from Light Rail Rapid Transit (LRRT) rail fastener assembly manufactures/suppliers. This procurement is for the supply only of complete direct fixation LRRT rail fastener assemblies suitable for use in the tunnel areas of the Buffalo, NY LRRT and compliant with the specifications. Installation of these assemblies will be procured under a separate project at a later date.

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Plan Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Proposals must be submitted via hard-copy as described in RFP section 2.0 - Instruction to Offerors. Proposers must provide two separate proposals, one technical proposal and a separate price proposal. RFP section 2.3.2.2 & 2.3.4 identifies the required technical proposal format, organization and packaging. RFP section 2.3.3 & 2.3.4 identifies the price proposal and packaging requirements.
A proposal security is not required with proposals.
Proposal will be evaluated as described in RFP section 2.4.
Disadvantage Business Enterprise (DBE) participation is encouraged.
