The project generally consists of alterations and modifications to existing privately owned and occupied residences of various types and sizes. Acoustical treatments will be added to 20 homes to achieve an interior reduction of noise from aircraft. The work includes, but is not limited to; replacement of existing windows and doors with acoustically rated windows and doors, mechanical and electrical modifications and related items required as part of the work.
Time restrictions apply as specified in the contract documents.
The contract will be based on not more than 4 starts per week and Contractor shall complete all Work of this Contract, and obtain Final Acceptance from Engineer within 45 consecutive working days from effective date of written Notice-to-Proceed Contract (NTP-C). The Contractor shall complete the contract within 145 calendar days.

The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Plan Holder and obtain Contract Documents. Copies of the Contract Documents are available for $50 and may be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 145 calendar days after receipt of the Notice to Proceed. Liquidated damages in the amount of $1500 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.
Disadvantage Business Enterprise (DBE) participation goal is 18%.
