The Niagara Frontier Transportation Authority (NFTA) owner and operator of the Buffalo Niagara International Airport (NFIA), invites interested Consulting Teams to submit a technical proposal for design, construction monitoring, and design support services during construction for the BNIA - Long Term Parking Lot B Expansion - Parking Lot project. The project work includes pavement design, storm sewer piping, stormwater permitting, and implementation of storm water management best practices, utility relocations, parking lot lighting, way finding signs, pavement markings, and incidentals. |

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Plan Holders shall register on-line at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals will be accepted via online (electronic) submission only.
Paper proposals will not be accepted.
Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com. This website is primarily used to receive bids for capital projects; any reference to bid in the website will be synonymous with proposal. References to the "bid opening" are synonymous with the "proposal due date and time".
Instructions for submitting bids (proposals) are available on the website. The contact person for questions or issues regarding the website is John Blazier, Phone (716) 855-7649, e-mail: john_blazier@nfta.com.
Proposals must be in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
NFTA Proj. No. BL1206_company name_##_of_##.pdf
For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:
BL1206_XYZ Consultants_01_of_02.pdf
Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Consultant shall perform not less than 50% of the work with its own staff.
The time of completion for the project is 384 calendar days year after receipt of the Notice to Proceed.
MBE participation is 13%.
WBE participation is 10%
