| Description |
The Niagara Frontier Transportation Authority (NFTA) owner and operator of the Niagara Falls International Airport (NFIA), invites interested consultants to submit Technical Proposals for development of a Sustainable Master Plan Update in accordance with Federal Aviation Regulations (FAR). The Master Plan Update will be accomplished in accordance with all of the guidelines and requirements of the Federal Aviation Administration (FAA) Advisory Circular 150/5070-6B, Airport Master Plans. Consultant is also required to prepare the Master Plan Update in accordance with FAA’s Eastern Regions Airport Layout Plan policy and checklist. |

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Plan Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals will be accepted until May 18, 2012 at 4:00 P.M. via online (electronic) submission only.
Paper proposals will not be accepted.
Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com. This website is primarily used to receive bids for capital projects; any reference to bid in the website will be synonymous with proposal.
Instructions for submitting bids (proposals) are available on the website. The contact person for question or issues regarding the website is John Blazier, Phone (716) 855-7649, email john_blazier@nfta.com.
Proposals must be in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
NFTA Proj. No._company name_##_of_##.pdf
For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:
30NG1203_XYZ Consultants_01_of_02.pdf
Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Consultant shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 730 calendar days after receipt of the Notice to Proceed.
Disadvantage Business Enterprise (DBE) participation is encouraged.
A Pre-Proposal meeting is scheduled for Monday, May 7th 2:00 p.m., at the NFIA (IAG) Terminal located at 2035 Niagara Falls Blvd., Niagara Falls, New York 14304.
A NFIA Airport Tour will be offered at 1:00 p.m., prior to the Pre-Proposal meeting, interested parties must contact Elaine Nowak at 716-855-6450 by 5/2/12 and identify number of people whom wish to attend. Proper ID will be required.
