Description The Work of this project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance with the specifications and drawings, with exception of work that is expressly and specifically not included in the project.
The project consists of one (1) contract.
The BASE BID work shall include, but not be limited to: The construction of a new bituminous concrete pavement bus loop, new bituminous concrete pavement park and ride lot, and new Compact Transit Center.
Work includes:
1. Installation of a new Compact Transit Center with real time message board and electronic community message board.
2. Installation of new heavy duty and light duty bituminous pavement.
3. Installation of new concrete curbs and sidewalks.
4. Remediation of non hazardous contaminated soil.
5. Installation of new bike rack.
6. Installation of new turf and landscaping consisting of trees and shrubs.
7. Installation of new pole mounted LED site lighting.
8. Installation of new security camera monitoring system.
9. Installation of new guide rail and chain link fence.
10. Removal and relocation of existing fire hydrant.
11. Removal of existing overhead sign bridge structure on Niagara Street.
12. Installation of new traffic signal system components, including pedestrian signals, pavement markings, and signage on Niagara Street and within the bus loop.
13. Installation of new storm drainage structures and piping, including oversized detention piping and BMP unit.
14. Installation of new utility services including water, sanitary sewer, electric, and communications to serve the new Compact Transit Center.
15. Installation of a Owner furnished community art feature.

Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $25 and may be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 176 calendar days after receipt of the Notice to Proceed. Liquidated damages in the amount of $1,000 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.

Disadvantage Business Enterprise (DBE) participation of 18% is encouraged.

A Prebid Conference will be held on March 17, 2015 at 10:00 a.m. at the Metropolitan Transportation
Center (“MTC”), 7th floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203.
