Description The Niagara Frontier Transportation Authority (“NFTA”) will receive bids on a general contract for the LRRT – University Station Escalator Tube Panel Liner Replacement. NFTA Project No 15LS2004. The Contract Documents will be available to bidders on February 14, 2022. The contact person for this procurement is Sean Slagle, 716-855-7461.
The scope of work includes the following: removal of existing porcelain enameled metal wall/ceiling panels and their associated attachment framing and hardware; fabrication of light gauge stud walls for the installation of porcelain wall tile as well as the installation of reinforced plastic panels on existing and new framing members as well as the installation of architectural lighting and speakers; removal, rework and reinstallation electrical wiring and conduit, radio transmission wiring/antenna’s fire/smoke alarms and other incidental device; some removal and installation work will be performed on scaffolding which will span over the stairs and at least one escalator at a time. Note that base bid requires that at all times the center stairs, and a path of egress, must remain fully accessible as well as one operational escalator. Proper head clearance of a minimum of 8’-0” must be maintained between floor (escalator and/or stairs) at all times. Refer to specification section 01 4250 – Scaffolding, Staging, Safety Standards and Work Restrictions for further information regarding scaffolding for this project. Temporary lighting to be provided and maintained at all times.

Buy Bid Docs at The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available at no cost and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.
Bids will be accepted either in offline (paper) or online (electronic) versions. Offline bids should
be submitted in an opaque sealed envelope to the Engineering Branch on the 7th floor of the
MTC. The lower left-hand corner should be marked as follows: BID NO. E-573. Online bids
should be submitted in accordance with the process outlined on the NFTA’s Engineering Branch
website. All bids will be opened and read aloud on March 8, 2022, at 10:00 am at the Metropolitan
Transportation Center (“MTC”), 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 25% of the Work with its own forces.
The time of completion for the project is 205 calendar days after receipt of the Notice to Proceed.
Liquidated damages in the amount of $925.00 per calendar day will be assessed against the
Contractor for its failure to complete the project within the time specified.

The Percentage of Women Owned Business Enterprise participation in the project shall be 3%. The Percentage of Service Disabled Owned Business Enterprise participation in the project shall be 3%.

A Pre-Bid Conference will be held on Wednesday February 23, 2022 at 1:00 PM at the University LRRT Station.
