| Description |
The Niagara Frontier Transportation Authority (“NFTA”) will receive bids on a general contract for the METRO – Babcock Bus Garage Roof Replacement. Project Number 18MG2345.
The project consists of one (1) contract with the scope of work divided into Base Bid and two (2) Add Alternate bid items; METRO – Babcock Bus Garage Roof Replacement. The project will be implemented under two (2) Notice to Proceed (NTP) as set forth in the Contract Documents.
The project shall include, but not be limited to, the removal of the existing pvc roof assemblies down to the existing roof decks (types vary) for eight (8) roof surfaces. Removals will include edge metals, penetration flashings, and curb flashings. New work includes: installation of a new insulated KEE PVC roof system, roof access ladders, edge metals, expansion joint assemblies and flashings for a complete roof installation. The project also includes structural reinforcing, reflashing of air handler unit curbs, replacement of AC units, installation of new exhaust fan curbs, installation of new roof drain components, vent extensions, etc.. All MEP work to incude the extension and reconnection of utilities to each rooftop mechanical unit. Add Alternate 1 provides for the installation of two new rooftop air handling units, including curbs. Add Alternate 2 provides for the installation of three new rooftop air handling units, including curbs.

The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Plan Holder and obtain Contract Documents. Copies of the Contract Documents are available at no cost and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. The Contract Documents may be picked up or sent via courier billed to the requester. Shipping costs are non-refundable.

The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.
The Contractor shall perform not less than 50% of the work with its own forces.
Refer to Technical Specification Section 01 11 00 “Summary of Work” for additional time constraints and milestones associated with this project.
Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 11 00 “Summary of Work”.
A Pre-Bid Conference will be held February 11, 2026 at 1:30 pm at the MTC, 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Note: there will not be a designated parking area for the meeting, and any parking fees will be the responsibility of attendees. A walk-through of the facility will be conducted directly following the Pre-Bid conference. Closed-toe shoes and safety glasses are required.
The NFTA goals for this procurement are 17% MBE, 13% WBE, & 6% SDVOB.
