Description The work consists of providing the 500 feet wide by 1000 feet long safety area at each end of Runway 6/24 at the Niagara Falls International Airport. The establishment of the runway 24 end safety area requires embankment work, drainage work, relocation of Cayuga Creek, water and sewer line relocations, electrical work involving the Precision Approach Path Indicator (PAPI) Medium Intensity Approach Lighting System (MALSR), and Runway End Identifier Light (REIL), bituminous full depth pavement, runway signs and pavement markings. The 24 end extension requires excavating a new meandering 1,950 feet long portion of Cayuga Creek to the northwest of the safety area. The newly created stream bed will then allow for filling in an approximately 2,240 feet long segment of Cayuga Creek. Concurrent with the relocation of Cayuga Creek a stream restoration is to be constructed providing for enhancements to 900 linear feet of the West Branch of Bergholtz Creek on the campus of Niagara Community College. Improvements include creation of meanders, glides and pools, increasing the length of the stream to 1060 linear feet with accompanying plantings creating a buffer zone to establish wildlife habitat and creating a crossing via a pedestrian bridge. The runway 6 end work shifts the runway 450 feet to the northeast creating an in line taxiway extension of existing taxiway J. The work includes the creation of a new underground detention piping and a storm water pumping station, provides new lighting, signs, tree removals within the Porter Road Right of Way and pavement markings. Stringent time restrictions apply for work within the restricted construction activity zone adjacent to the 28R end of runway 10L/28R allowing for the runway 24 end extension.

Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 25% of the work with its own forces.
The time of completion for the project is 200 calendar days after receipt of the Notice to Proceed. Liquidated damages in the amount of $2,500 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.

The percentage goal of Disadvantaged Business Enterprise participation in the project is 17%.

A Pre-Bid Conference will be held on March 10, 2011 at 2:00 p.m.. at the Niagara Falls International Airport, in the Terminal Building conference room, Niagara Falls, New York.
