| Description |
The Niagara Frontier Transportation Authority (NFTA) owner and operator of the Buffalo Niagara International Airport (BNIA), invites interested Consulting Teams to submit a technical proposal from firms that have the requisite, demonstrable competence and experience in architectural and engineering services for the design, construction monitoring, and design support services during construction for the planned Aircraft Rescue & Fire Fighting Facility “ARFF” Project entitled “BNIA – NEW ARFF FACILITY”. Qualified firms both singly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required architectural and engineering services required for the Project.
Qualified firms must demonstrate service competency expertise in program development level functions through project design, procurement, construction administration, and commissioning. The project work requires full architectural and engineering services including civil site plan development, sanitary engineering, soils/foundation engineering, related airport engineering, utility design and coordination (water supply, power, sanitary, communications, internet), architectural design, (building and dormitory design, graphics and renderings/Models/Photography), structural design, electrical (power distribution, command control and communications including video surveillance and access control design), and mechanical design (heating, ventilation, and air conditioning, vehicle storage bay exhaust system, plumbing). |

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Plan Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals will be accepted via online (electronic) submission only.
Paper proposals will not be accepted.
Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
31BR1406_company name_##_of_##.pdf
For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:
31BR1406_company name_01_of_02.pdf
Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Consultant shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 180 calendar days after receipt of the Notice to Proceed.
Disadvantage Business Enterprise (DBE) participation is 17%.
