Description The BNIA – Terminal Roof Rehabilitation includes the refurbishment of approximately 260,000 square feet of PVC, primarily coated roof with a Reinforced Fluid-Applied Roofing with a 30 year warrantee. The project includes but is not limited to:

-Preparing existing PVC coated roof for installation of compatible Reinforced Fluid-Applied Roofing.
Furnish and install 230,000 square feet of 120 mils White Reinforced Fluid-Applied Roofing with a 30 year warrantee.
-Remove and Dispose of 5,000 square feet of existing PVC roof and install new insulation with a PVC roofing with a 30 year warrantee.
-Remove and Dispose of 11,000 square feet of existing PVC roof and install new insulation with 120 mils White Reinforced Fluid-Applied Roofing with a 30 year warrantee.
-Furnish and install 15,000 square feet of 160 mils Gray Texturized Reinforced Fluid-Applied Roofing with a 30 year warrantee.
-Replace all existing heat tape with new industrial heat tape within the project area.
-Add 1.5 feet in height with an additional top rail to 1500 linear feet of 2” square tube galvanized parapet railing with in the project area.
-Clean and paint all of metal stairs, walkways and double railings within the project area. Assume 130 feet of 1-1/2” diameter tube - 4 rail, 375 square feet of open grate metal walkway.
-Temporary supports for piping and utilities required to access and coat roof with Fluid-Applied Roofing.
Replacement of pipe cover and insulation were damaged or required for access (Assume 50 linear feet of repair).

Damages for not completing the work within 150 days will be $500 per day until the project is substantially complete. The contractor will have the ability to stage supplies on the roof daily between the hours of 9 AM and 11 AM using a 60 foot lift or mobile crane. All work will be located on the secure side of the Airfield. Airfield bagging requirements with apply. No restriction on working hours.

Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $50.00 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 150 calendar days after receipt of the Notice to Proceed. Liquidated damages in the amount of $500.00 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.

The Minority and Women-Owned Business Enterprise (MWBE) participation goal is 30%. The Service-Disabled Vetran Owned Businesses (SDVOB) participation goal is 6%.

A pre-bid meeting is scheduled for 9:00 AM on Thursday, March 22, 2018 at the Buffalo Niagara International Airport (BNIA) Passenger Terminal. Attendees will meet in the west side of the baggage claim hall.
