Description This initial DL&W Station project phase will consist of one contract divided into a Base Bid and three Alternates.
The base bid constructs the rail and new switch yard. The rail work replaces the existing track bed within the southern end of Main Street, reconfigures the existing west end switching yard creating revenue track for the new station and new storage track within the existing South Park Avenue Yards and Shops facility’s “train shed”. Work includes constructing new revenue and storage track, installing NFTA supplied special trackwork, building overhead catenary system, providing new train signaling, tying into train control and communication systems, and associated utility work.
Three alternates build foundation and structures providing second floor access from future planned stairs, escalators and elevators; provide track bed and foundations for the future stations lower level passenger platform; and develop site finishes and grade crossings. NFTA may or may not elect to accept Alternates along with the Base Bid in one of six combinations as described within the contract documents.

Buy Submittal Docs at The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Paper proposals will not be accepted.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
32LA1915_Company Name_##_of_##.pdf
For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

32LA1915_Company Name_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Contractor shall perform not less than 51% of the work with its own forces.
The time of completion for the project is 574 calendar days after receipt of the Notice to Proceed.

Disadvantage Business Enterprise (DBE) participation goal is 30%.

A Pre-Proposal Conference is scheduled for April 24, 2019 at 10:00am in the 1st floor Conference Room at 181 Ellicott Street, Buffalo, NY.
