Description The Niagara Frontier Transportation Authority (NFTA) extends this consultant services invitation to all interested qualified Consulting Teams.
The primary objective of this study is to update the BNIA - 2011 Pavement Management System Update (PMSU) to reflect changes in pavement conditions and evaluate the functional and structural condition of existing airfield pavements and identify both short term and long-range maintenance and rehabilitation requirements for airside pavements. Specific objectives include:
• Evaluate existing pavement structural conditions by nondestructive testing (NDT) and theoretical analysis.
• Update as-built pavement thickness and composition through records research and pavement cores.
• Classify existing surface distresses and functional condition by visual survey using the Pavement Condition Index (PCI).
• Develop design inputs for existing and future aircraft traffic.
• Estimate pavement structural life.
• Develop and prioritize pavement rehabilitation and maintenance requirements.
• Identify pavements requiring major rehabilitation or reconstruction.
• Identify, estimate and recommend a 10-year rehabilitation program.

Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Special Instructions Proposals will be accepted via online (electronic) submission only.
Paper proposals will not be accepted.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
NFTA Proj. No._company name_##_of_##.pdf
For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

For this procurement, the design effort DBE participation shall be: 10%
