Description The Niagara Frontier Transportation Authority, NFTA, will receive bids on a Buffalo Light Rail Rapid Transit new DL&W Station Special Trackwork material purchase. The DL&W Station project includes a new station and extensive existing yard facilities modifications. Design is scheduled for completion in Fall 2018 with phased construction starting in early 2019. As such, NFTA is procuring Special Trackwork long-lead delivery items, supporting the planned construction schedule. Specifications provide timeline delivery schedules divided amongst three lots corresponding to the planned yardwork track phased construction.
Work includes supply and delivery of the specified Special Trackwork components which will be installed under a separate construction contract starting in March 2019. Work includes engineering, design, testing, manufacturing, fabrication, assembly, furnishing and coordinating delivery of the specified materials including assemblies, components, and spare parts, obtaining contract bonds, import/export tariffs and any other related items.
The special Trackwork supplier shall also provide documentation and other information upon request to facilitate the ongoing design project.

Copies of the Contract Documents are available at $25 each and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447. They can also be downloaded from the Authority's Engineering website at www.nftaengineering.com. The documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the Contract Docuemnts.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 25% of the work with its own forces.

The time of completion for the project is 624 calendar days after receipt of the Notice to Proceed. Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified.

Minority Business participation: 1% MBE, 1% WBE
