Description The existing Terminal Apron aircraft overnight west parking area is enlarged to accommodate three Group III aircraft (Boeing’s B737-800/Airbus A320). Work includes constructing approximately 6,100 square yards of new FAA standard Portland Cement Concrete (PCC) pavement, provides for the relocation of Airfield Security Gate 1 and associated security fencing, relocates the Secure Identification Display Area check point including guard shack and comfort facilities, rehabilitates PCC pavement with full and partial depth repairs and new joints, installs new apron site lighting, and provides new Jet Blast Deflector Barrier.

The FAA funded three-phased project approach is implemented using two notices to proceed, Notices to Proceed (NTP-1 and NTP-2) as set forth in the Contract Documents. Work shall proceed in strict accordance with these documents and the approved project FAA Construction Safety and Phasing Plan. Project work will require a short-term interruption of Terminal Gate 1 operations and short-term lane closures on the airport circulatory roadway and airport perimeter roadway in the immediate vicinity of the project work. Additionally, airfield Security Gate 1 access will be interrupted to allow for the relocation of the gate and associated security systems. Stringent time restrictions apply for work within the Terminal Gate 1 work area, airfield Security Gate 1 relocation and circulatory roadway closures to minimize disruption to airfield operations.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 25% of the work with its own forces.
The time of completion for the project is 336 calendar days after receipt of the Notice to Proceed. Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified.

Disadvantage Business Enterprise (DBE) participation is 10%.

A Pre-Bid conference will be held on Monday March 26, 2018 at 2:30 p.m. at the Buffalo Niagara International Airport, in the Conference Room located at 251-C, Cayuga Road, Cheektowaga, New York 14225.
