Description The Niagara Frontier Transportation Authority (NFTA) as the Buffalo Light Rail Transit System (LRRT) owner and operator, is seeking the services of a highly qualified transportation planning environmental and engineering design consultant team (Consultant) to complete the environmental review process required under the National Environmental Policy Act (NEPA) and the New York State Environmental Quality Review Act (SEQR) along with up to 30% preliminary design and engineering for the proposed Amherst-Buffalo Corridor Light Rail Extension. In January, 2017 the NFTA Board of Commissioners accepted the Niagara Falls Boulevard Light Rail Transit Alternative alignment as the recommended locally preferred alternative resulting from the Transit Options Amherst-Buffalo Alternatives Analysis study. The Niagara Falls Boulevard Alternative alignment continues light rail service from the existing terminus at University Metro Rail Station extending underground along Bailey Avenue to a portal on Eggert Road between Bailey Avenue and Niagara Falls Boulevard where it would continue at-grade on Niagara Falls Boulevard to Maple Road to Sweet Home Road, onto and through University at Buffalo’s North Campus to Audubon Parkway where it would terminate near the I-990 interchange.
Specifically, the objectives of the scope of work for this RFP will be to:
Complete the environmental review process on the proposed Amherst-Buffalo Light Rail Extension required under NEPA and SEQR.
Support the NFTA in coordinating with and seeking FTA concurrence in each step of the FTA Project Development process.
Complete up to 30% design and engineering on the proposed Amherst-Buffalo Light Rail Extension to support the environmental review and provide the documents required by FTA under the Final Interim Guidance for the Capital investment Grant Program to seek entry into the Engineering phase.

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Consultant shall perform not less than 50% of the work with its own staff. The contract duration will be 2-years.

The MWBE participation shall be 30% of the total project, 15% MBE and 15% WBE, and 6% SDVOB participation is not negotiable.
