Description The Niagara Frontier Transportation Authority (NFTA) owner and operator of the Buffalo Niagara International Airport (BNIA), invites interested Consulting Teams to submit a technical proposal from firms that have the requisite, demonstrable competence and experience for design, design support during construction, and construction monitoring of the planned “BNIA – AIRCRAFT DEICING CONTAINMENT FACILITY EXPANSION”. Qualified firms both singularly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the project required engineering design, design support during construction, and construction monitoring services. Qualified firms must demonstrate aviation civil engineering design and construction administration service competency expertise, including FAA circulars, storm water design, sub-surface aerated gravel bed treatment design for spent aircraft deicing fluid, and the preparation of construction safety and phasing plan. The key team members must demonstrate technical verbal and writing communication skills necessary to interface effectively with airport planners, engineering project management, resident engineer, airport operation mangers, airline stakeholders, and the aviation director’s staff.

Buy Submittal Docs at The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Paper proposals will not be accepted.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
NFTA Proj. No._company name_##_of_##.pdf
For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

31BG1705_XYZ Consultants_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Consultant shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 176 calendar days after receipt of the Notice to Proceed.

The consultant services Minority and Women Owned Business Enterprise goal is 30% and Service Disabled Veteran Owned Business participation goal is 6%.
