The project work location is at the Light Rail Rapid Transit System in Buffalo, NY.

This project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance with the project specifications and drawings.

The project consists of one (1) contract for the BASE BID work that will include, but is not limited to the replacement of ten (10) medium voltage oil-filled switches with ten (10) SF6 gas filled medium voltage switches. The switches are located at four (4) light rail stations and the Yards and Shop facility. Every location has two (2) transformers, each with a medium voltage oil-filled switch attached.

The oil in the switches will be drained and disposed of properly. The oil in the transformers will be drained and filtered. The switches and primary feeders between the switches and primary switch gear will be removed. The new SF6 gas filled switches will be installed along with new feeders and miscellaneous hardware. The filtered oil will be pumped back into the transformers. The new feeders and switches will be tested, commissioned and brought into service.

Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 75% of the work with its own forces.
The time of completion for the project is 180 calendar days after receipt of the Notice to Proceed. Liquidated damages in the amount of $300.00 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.

Minority and Women-owned Business Enterprise (MWBE) and Service Disabled Veteran Owned Business (SDBOB) participation is encouraged.

A pre-bid meeting is scheduled for Tuesday, December 6, 2016 at 10a.m. The meeting will be held at the Metro Rail Yards & Shop facility on 164 Ohio Street, Buffalo NY, 2nd Floor conference room.
