Description The Niagara Frontier Transportation Authority (NFTA) owner and operator of the METRO Rail System, invites interested Consulting Engineering Teams to submit technical proposals that have the requisite, demonstrable competence and experience in engineering services for the inspection, assessment and design for the Project entitled “LRRT – Tunnel and Rail State of Good Repair SGR”. Qualified firms both singularly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required engineering services required for the Project.
Qualified firms must demonstrate service competency expertise in tunnel and light rail engineering, inspection and assessment of tunnel and light rail assets and preparation of probable construction cost estimates.
This project will evaluate the current condition for the underground portion of the LRRT system (excluding stations) and determine the State of Good Repair (SGR). The limits for the study will be from the portal (near East Tupper Street) to the end of the line (near University Station). This will include 1.7 miles of twin cut & cover tunnel construction and 3.5 miles of twin rock (bored) tunnel construction.
The results of the study will be used to assist the NFTA in the preparation of its capital budget, prioritize maintenance needs, and demonstrate compliance with FTA SGR initiatives. The Assessment will provide a description of each item, utilize the SGR matrix, and provide budget cost estimates as required to elevate the item to a condition of “Excellent”. Only items that score “Marginal” or “Poor” will trigger a cost estimate. Items that score “Good” or “Adequate” will not have a cost estimate initiated.

Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Plan Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Consultant shall perform not less than 50% of the work with its own forces. Minority and Women Business Enterprise participation is 30%.

The time of completion for the project is 270 calendar days after receipt of the Notice to Proceed.
