Description The project objective is to replace worn-out sections of overhead contact wires and insulators on the Overhead Contact System (OCS) for the Light Rail Rapid Transit system in Buffalo, NY. There are four (4) work areas located in the Tunnel. The total length of the work areas for both the inbound and outbound Catenary is 14,135 linear feet.

The Work of this project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance to the specifications and drawings, with exception of work that is expressly and specifically not included in the project.
The project consists of one (1) contract. The BASE BID work shall include, but not be limited to the following in Work:
-Replace contact wire(s) and remove redundant material
-Replace all support insulators and refurbish all OCS equipment in the areas identified above including any section insulators at the Work Limits.
-All OCS installations shall be configured to clear the vehicle and pantograph dynamic envelope.
-The OCS installation shall meet the requirements specified herein and specified elsewhere on the Contract Documents.
-As-built documentation.

Work by Others shall include, but not be limited to:
-Existing section insulators runners will be refurbished, installed and set by the NFTA.
-Existing cranked and flat brackets used in OCS supports are to be refurbished by NFTA.

Authority furnished materials shall include:
-New contact wire
-New insulators for Type A and Type B tunnel supports.
-New parts for Type A and Type B tunnel supports if needed to replace worn parts.
-New spool insulators for installation in tunnel supports, terminations, mid-point anchors, etc.

Contractor shall supply all equipment, labor, hardware and other materials needed for installation of NFTA supplied materials.

Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available for $25.00 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 51% of the work with its own forces.
The time of completion for the project is 114 calendar days after receipt of the Notice to Proceed. Liquidated damages in the amount of $2,250.00 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.
