Description The Niagara Frontier Transportation Authority, NFTA, will receive bids on a general contract to reconstruct the Babcock Bus Garage’s employee parking lot. The project’s anticipated Notice to Proceed date is August 12, 2019. The parking lot will be available for 30 days allowing for the pavement reconstruction, drainage pipe replacement, and underground lighting conduit and conductor replacement. There are two alternate bid items, accepted at NFTA’s discretion should budget allow, which replace parking lot drain inlets, and replace light poles and fixtures. Time restrictions apply as specified in the contract documents.

Copies of the Contract Documents are available beginning Tuesday april 30 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded now from the NFTA’s Engineering Branch website. Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 90 calendar days after receipt of the Notice to Proceed. Liquidated damages in the amount of $1000 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.

Sub-contracting goal: DBE 8.2%

A Pre-Bid conference will be held April 30, 2019 beginning at 10:00 a.m., the pre-bid meeting location is the Metropolitan Transportation Center’s 1st floor conference room, 181 Ellicott Street, Buffalo New York 14203.
