Description The Niagara Frontier Transportation Authority, NFTA, will receive bids on a Niagara Falls International Airport Runway 10L tree and brush removal project. The project clears 28 acres of trees and brush beneath the Niagara Falls International Airport’s Runway 10L approach and departure surfaces. Work is accessible from public roads and is on airport property located outside of the airside operations secured perimeter fence. A majority of the work will take place within the boundaries of regulated wetland areas or wetland buffer areas subject to New York State Department of Environmental Conservation (NYSDEC) wetland permit requirements. To accommodate the NYSDEC permitted time restrictions and wetlands disturbance compensatory mitigation the work is divided into five phases spread over three years. The first phase begins with the Notice to Proceed anticipated during the month of November of 2018.
Work shall be completed in accordance with the contract documents specified construction phasing and shall be in strict adherence to the FAA approved Construction Safety and Phasing Plan (CSPP). The CSPP restricts the height of equipment throughout the site, as well as specifies the marking of equipment operating on the site, amongst other requirements.
Work includes boundary survey, establishing property access, cutting flush to the ground and disposing of trees and brush, treating stumps, applying herbicide treatment to prevent regrowth, fencing, and restoring ground cover by planting 100 shrubs per acre.

Online registration is required to become a Plan Holder and obtain Contract Documents. Copies of the Contract Documents will be available beginning Friday June 22,2018 and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. Requests may be accompanied by certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 25% of the work with its own forces.
The time of completion for the project is 757 calendar days after receipt of the Notice to Proceed. Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification Section 01 10 00 “Summary”.

Disadvantage Business Enterprise (DBE) participation goal is 5%.

A Pre-Bid Conference will be held on Tuesday, June 26, 2018 at 10:00 a.m. at the Falls Niagara International Airport, in the administrative conference room located at 2035 Niagara Falls Blvd, Niagara Falls, New York.
