Description The Work of this project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance with the project specifications and drawings.

The project consists of one (1) contract.

BASE BID work shall include, but not be limited to:

• Build out of a two-level expansion to the existing passenger terminal with upgrades to existing passenger terminal space. Improvements to the 1st floor Arrivals level include approximately 26,000 SF of terminal expansion and approximately 28,000 SF of renovation to the existing passenger terminal space. Improvements to the 2nd floor Departures level includes approximately 28,000 SF of terminal expansion and approximately 10,000 SF of renovation to the existing passenger terminal space.
• Replace three flat plate baggage carousels with four new sloped baggage carousels and relocated baggage offices and storage areas.
• Replace the central exit with two exits, on the East side and West side, to accommodate each wing of the terminal. The current central TSA-guarded exit lane will be replaced with two separate unmanned exit portals at each wing of the terminal.
• Construct a new weather-protected and conditioned connection to the West side of the baggage claim hall/arrival pickup area from west side concourse.
• Relocate the current administration and conference space from the secure side of the terminal to a new airport administration and public conference room/meeting space on the landside of the terminal.
• Provide an area for new concessions on the landside of the terminal to serve those who are dropping off and picking up passengers.
• Relocate restrooms in the baggage claim hall, as well as add a second restroom on the upper level near the East passenger exit.
• Create new Meet & Greet areas, transit lounge, drive lanes and other passenger amenities as specified.

Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents are available and may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Upon request, only one set of paper documents will be issued per registered Document Holder.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 15% of the work with its own forces.
The time of completion for the project is 1098 calendar days after receipt of the Notice to Proceed.

Liquidated damages will be assessed against the Contractor for its failure to complete the project within the time specified as described in Technical Specification 01 11 00 “Summary of Work,” Section 1.13.

The percentage goal is 30% for Minority and Women-owned Business Enterprises (MWBE) 13% MBE and 17% WBE) and 8% for Service Disabled Veteran Owned Businesses (SDVOB).

A pre-bid meeting is scheduled for 9:00A.M. on Wednesday, June 20, 2018 at 485 Cayuga Road, Cheektowaga, NY 14225. The Conference room is located on the North side of the building through Entrance 'B'.
