Description The Work of this project provides for the furnishing of all labor, materials, appliances, tools, equipment and plant, and the performing of all Work in accordance with these specifications and drawings, with exception of work that is expressly and specifically not included in the project.

The base scope of work for this project is to upgrade the elevator controls on eighteen (18) hydraulic elevators that are located throughout eight (8) underground NFTA Metro Light Rail Rapid Transit stations. The Stations are located at the following addresses in Buffalo, NY:

Allen Medical Station - 929 Main Street
Summer-Best Station – 1137 Main Street
Utica Station – 1391 Main Street
Delevan Station – 1863 Main Street
Humboldt Station – 2090 Main Street
Amherst Station – 2666 Main Street
LaSalle Station – 3040 Main Street
University Station – 3382 Main Street

The work will include replacement of all elevator controls (PLC-controls, car-control and indicator devices, floor station-control and indicator devices), interconnecting wires (for controls, field device, communication, security and fire), hydraulic oil, hydraulic cylinder packing, hydraulic unit control valve and the installation of a new rupture valve, flow valve, and scavenger pump. Additional work will include relocation of elevator pit devices (latter, light, switch, receptacle) to meet code, fire alarm interface, and steam cleaning of all elevator pit surfaces.

This work will be phased over four (4) years as shown in the contract documents.

Requests may be accompanied by company check, certified check, cashier’s check or postal money order drawn in favor of the NFTA. This sum is non-refundable. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester.

Special Instructions The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period.
Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid.

The Contractor shall perform not less than 75% of the work with its own forces.

The time of completion for the project is 168 calendar days for Phase I, 168 calendar days for Phase II, 196 calendar days for Phase III, and 196 calendar days for Phase IV after receipt of the Notice to Proceed for each phase.

Liquidated damages in the amount of $300.00 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified.

Minority and Women-Owned Business Enterprise (MWBE) overall participation goal is 30%. 15% for Minority-Owned Business Enterprise (MBE) and 15% for Women-Owned business Enterprise.

Service-Disabled Veteran-Owned Businesses (SDVOB) participation goal is 6%.

A pre-bid meeting is scheduled for 10:00AM on Wednesday, July 26, 2017 at Humboldt Station, 2090 Main Street, Buffalo, NY.
